Providence Manager IS health Care Applications in Beaverton, Oregon

General Summary:

This position is remote and can sit in Portland/Beaverton, OR or Vancouver, WA region.

As the Manager IS Services, you will be responsible for managing a group consisting of application developers, business analysts, and testers, as part of a Providence Health Plans IS team, and deliver application support services to our business partners. You will collaborate with the Product Owners and IS Leadership team to set and implement policies and procedures related to data development best practices and quality standards. You will work with Engineering, Data Center, and Quality Assurance to identify solutions based on business strategy, striving to exceed business expectations. You will play a key role in coaching your team to deliver timely, high quality business value.

  • Lead multiple agile development teams to deliver high quality technical solutions against business requirements to accomplish our enterprise strategy objectives.

  • Responsible for recruiting and onboarding of team members.

  • Work with caregivers to develop career roadmaps, grow their skillsets. Mentor and grow your people.

  • Work with the business stakeholder to understand their strategies and initiatives. Work to understand how existing or new services and technology can be applied to enable business capabilities.

  • Understand our technology partners - Maintain working relationships with key technology partners to understand their technical directions. Engage in mutual influence of strategies and technical roadmaps. Help ensure that PHP is getting the best leverage from our investments.

  • Understand our Healthcare Industry - Keep abreast of the healthcare industry developments and trends. Understand how PHP can leverage industry knowledge and tools. Research new technologies where appropriate and facilitate their introduction into the organization through educational efforts and proof of concept activities.

  • Participation of the creation and maintenance of a technology roadmap that illustrates the current as-is state and desired future state (1-3 yr horizon) of PHP technology environments. Connect business strategies and needed capabilities to the roadmap, and provide high-level milestone view of the cadence needed to move from the current state to future state to PHP leadership.

  • Collaborate and consult with the Agile and project teams to facilitate the use of Information Services best practices that efficiently addresses the business need.

  • Review operational processes and procedures to ensure that they are consistent with service and performance levels required to satisfy the business need. Participate in bandwidth and performance testing to ensure that operational service levels can be satisfied. Ensure solutions are designed with scalability, maintainability, security, and reliability in mind.

  • Share technical information and directions regarding the Information Services tools and strategy with technical leads and architects across PHP and Providence; foster the community. Learn and understand the inter-connections and interdependencies between business areas and technical platforms. Influence the development of a consistent architectural approach for PHP.

  • Share experiences and concepts with leadership, subject matter experts, vendors, Agile and project team members. Ensure technical direction is understood as expressed in architecture roadmaps and strategies. Ensure that we have a strong connection between architectural directions and standards to the actual implementations of projects. Understand what is working and what needs improvement.

  • Share technical information with our business leadership in a meaningful way in order to communicate the current capabilities and limitations of Information Services platform and technology. Bring forth ideas to help the business.

  • Educate business sponsors, stakeholder and business owners on how to engage in the PHP IS Agile Program and/or Teams for work requests and prioritization. Provide assistance and clarity as needed to insure excellent customer service.

Additional Responsibilities

  • Consult on the processes and tools related to the software development life-cycle aligned to Information Services to ensure that architectural standards and processes are included. Keep all documentation within approved source code repository and documentation repositories as specified in current PHP IS standards.

Required qualifications:

  • 4 years Management and formal project management experience.

  • 4 years Business/industry experience.

  • 8 years' Experience with Healthcare systems.

  • 10 or more years General systems experience, with at least 5 years managing client/server systems.

  • Experience SQL for database applications..

Preferred qualifications:

  • Bachelor's Degree Computer Science or related field.

  • Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment.

  • Ability to organize, prioritize and schedule work assignments.

  • Excellent verbal, written and group presentation skills.

  • Team building and conflict resolution skills.

  • Strong ability to resolve complex problems and issues.

  • Delegate and assign activities with clear timelines.

  • Knowledge of data integration, quality, governance, and information management.

  • Strong working knowledge of agile delivery models including scrum, Kanban and enterprise agile best practices

  • Ability to understand customers’ needs and work with IS Leadership and Agile teams to deliver services to meet their needs.

  • Experience managing teams working with the SQL Server platform, C#, Kafka, Rest APIs, etc.

  • Experience with Health Care and Health Care data

Salary Range by location:

The salary range listed for this position MIN:$58.55 to MAX:$96.13 per hour is based upon the primary work location Beaverton, OR posted. This position is remote. Salary range and offers are determined by internal pay equity and geographic cost of living differences. Salary range will vary from State and region. Salary max is limited to 75% range in order to continue to offer internal pay growth. We welcome open and transparent discussions on salary at Providence.
