Providence Behavioral Health Ambulatory Services Manager in Portland, Oregon
Providence is calling a Behavioral Health Ambulatory Services Manager- Outpatient Mental Health (1.0 FTE, Days) to Providence St. Vincent Medical Center in Portland, OR.
Schedule: Monday- Friday with occasional Saturday
We are seeking a Manager Behavioral Health Ambulatory Services - Outpatient Mental Health that will plan, organize, coordinate, and direct site specific operations of BH Ambulatory programs and services within Providence Health and Services at Providence St. Vincent and Providence Portland Medical Centers. Direct the clinical and financial operations of these services in collaboration with the Reg Dir BH Ambulatory Services. These operational responsibilities include ensuring site specific programs and services meet or exceed legal, licensing, and/or certification requirements, are in full compliance with legal and regulatory requirements and standards of coding and billing. Ensure programs and services are maintained within the philosophies, goals, objectives, polices and procedures of the region and specific to these services. Responsible to ensure all personnel policies and procedures are followed for employees.
In this position you will have the following responsibilities:
Program Development, Management, and Financial Operations:
Maintain awareness of philosophical, theoretical, and ethical concepts and incorporates them into service development to ensure high quality care
Develop and revise policies and procedures to be in compliance with the requirements of the department, hospital, and accrediting and regulatory agencies
Interpret and supports hospital, regional, and department policies and philosophy to staff
Develop and maintain strong lines of communication among department staff, and with other hospital departments and staff, physicians and other mental health professionals, and referral sources
Develop and oversee Quality Assurance and Improvement activities of the department, including planning and implementing effective corrective action when problems are identified
Determine staffing requirements for department as patient acuity, treatment needs, and patient enrollment changes
Ensure qualified staff and balanced workload are maintained
Establish guidelines of staff requirements and budget, and productivity standards
Lead program related meetings, attends other meetings as requested or assigned
Oversees development and refinement of treatment services to ensure that treatment needs of patients are being met by the program
Be responsible for the financial operations of the programs, including budget preparation and oversight
Produce timely responses and reports, such as productivity reports
Ensure department staff are knowledgeable and informed about the budget and financial performance of the department
Hire department staff
Complete staff feedback, development goals, and support to ensure orientation, and performance management for all direct reports
Ensure that adequate clinical supervision is available for all clinical staff to ensure clinical practice standards and state certification requirements are met
Establishes and implements mechanisms to ensure:
Timely concurrent utilization review occurs to obtain authorization for treatment from third party payers
Assessment and management of factors affecting patient safety
Patients are oriented to the program and that patients understand their responsibilities in treatment
Service utilize effective treatment philosophy and treatment interventions to meet identified patient need and result in positive clinical outcomes
Service excellence standards (including patient satisfaction ratings and related improvement action plans) are established, understood, and practiced
Participate in continuing education through attendance in staff development programs, meetings, seminars, classes, etc.
Seek and acquire additional education in both behavioral health clinical work and management
Ensure that documentation is timely, articulate, informative and pertinent to patient care and meets all regulatory standards
Develops liaisons with community agencies and actively participates on community boards or councils and other opportunities to build Providence alliances and potential community partnerships:
Maintain knowledge of community resources
Establish relationships with referral and potential referral sources
Ensure that new services will be developed and implemented and/or capacity of existing services are modified to meet identified community needs
Required qualifications for this position includes:
Master's Degree -OR- Ph.D. in Mental health-related field -OR- equivalent education/experience
Coursework/Training: Training with respect to the age-related population served
Independently licensed behavioral health professional
Maintain current licensure where required by state law or hospital policy
Five (5) years of direct clinical care of adult psychiatric patients
In compliance with company policy and state regulations, a Department of Human Services (DHS) background check is required for this position
Preferred qualifications for this position includes:
Three (3) years of management experience in clinical setting with demonstrated supervisory competence and program management
Demonstrated experience organizing and implementing Psychiatric outpatient services including The Joint Commission (TJC) and Oregon Health Authority certification, compliant coding, documentation, and billing requirements and standards
