We are seeking a Manager, Clinical Team, Inpatient Behavioral Health Adult Program to be responsible for program and financial operation interface for the Adult Inpatient Psychiatry programs at Providence Portland Medical Center. Reports directly to the Director of Nursing and in a matrixed relationship to Regional Behavioral Health Leadership. This role works in direct partnership with the Nurse Manager of the Inpatient Behavioral Health program. Responsible for operations improvements and programmatic development to improve clinical and financial performance of care delivery for these specific services. Position is responsible to provide assistance in development of overall programming and provision of services so they are: Evidence based, quality driven, responsive to the needs of patient/family/referral source satisfaction and provided in cost efficient fashion.
In this position, you will:
Ensure that patients receive high quality, clinically appropriate, and cost effective mental health treatment:
Review and acts on data available that reflects outcomes and satisfaction.
Allocate resources necessary to ensure patient and staff safety and satisfaction with treatment.
Promote efficient and effective operations within the service (through coordination among the various departments) to ensure budget and performance goals are met. Successful implementation of this responsibility allows for maximum revenue generation and efficient expense management in the allocation of resources required by this service.
Hire and on-board department staff.
Develop efficient and effective HR management systems to ensure successful orientation, and ongoing supervision and counseling of all staff.
Schedule and lead department staff meetings.
Provide ongoing feedback regarding performance and completes timely performance development forms to ensure satisfactory development of caregivers, and satisfactory level of performance and ongoing professional development.
Ensure that adequate clinical supervision is available for all clinical staff to ensure clinical practice standards are met.
Establish and enforce staff competency requirements and evaluates the overall team as well as individual caregiver performance.
Provide coordination, consistency, and continuity of programs and programming by:
Overseeing development, implementation and monitoring of annual budgets and providing input on capital budgeting needs.
Program design evaluation, and when necessary, re-design, and re-engineering of programs.
Collaborating with the revenue cycle team and contracting team. Works in unison on maximizing payments for services provided.
Present and represent the interests of the service within Providence Health & Services by:
Working with Regional Contracting to influence Mental Health contracting rates and provisions.
Working with revenue cycle team to establish standard operating processes that efficiently manages the complexity of BH billing.
Sitting on inter-departmental committees.
Meet with representatives of other divisions/departments within Providence Health & Services to improve departmental relations and/or for mutual problem solving.
Working with Finance to improve financial performance and reporting mechanisms and tools.
Attending and presenting at Regional Operations meetings and retreats.
Ensure operating efficiency of the programs by:
Evaluating clinical staffing and program delivery models for efficacy and efficiency.
Implementing corrective strategies when warranted; controlling expenses and maximizing resources.
Utilizing CQI and redesign techniques to improve operations.
Ensure adequate revenues generated to support operations by:
Develop department processes that interface with referring sources to facilitate constructive referral processes, encourage good will and stimulates sources of referrals.
Participate in appropriate community and national forums, representing the service in areas of expertise, which promote understanding of mental health and chemical dependency issues.
Provide a basis for informed decision-making through:
Ensuring leaders have relevant statistical information and resources to achieve their goals.
Analysis of consumer and referral satisfaction surveys.
Monthly Operations Reports.
Required q ualifications:
Master's Degree in Social Work, Mental health, Behavioral Health, or related psychiatric field
Licensure in accordance with the appropriate Oregon Board of licensure
5 years experience in direct clinical care of adult patients in a psychiatric treatment milieu
5 years successful mental health management experience in clinical setting with demonstrated supervisory competence and program management
Overall experience to include successful application of knowledge in finance, compliant charging practices, organizational systems, personnel and facility management, labor relations, reimbursement strategies, regulatory agency compliance, and physician relations
Preferred q ualifications:
LCSW, LMFT or LPC licensure
PhD, Licensed Psychologist
