We are seeking a Senior Manager, Talent Acquisition - Strategy, Planning and Data Insights to partner with TA and HR leaders to set the strategic direction for recruiting, matures our strategic planning capabilities and improves our strategic data analytics, insights and intelligence. Develops short and long range vision, strategies and business cases for innovation to create competitive advantage for the organization that aligns to the people and business strategies. Develops a variety of strategies such as hiring strategies, marketing attraction, technology, and solutions strategies. Partners with leaders to mature our strategic planning capabilities and prioritization, roadmaps, and presentations to set us up for success for flawless execution to achieve our goals. Improves business, market and competitive intelligence, industry benchmarking and analytical business consultation to enable data based decisions, measurement of resources and investments, and achieve financial impact and value creation. This position leads a team of data analysts and program managers that enable the organization to make talent related decisions and create strategic plans to fill 35,000 plus positions a year.

In this position you will have the following responsibilities:

  • Provides insights and intelligence to Talent Acquisition, HR and business leaders for the purpose of strategic planning and decision-making.

  • Supervises the analytics team and develops and inspires others to deliver results.

  • Communicates widely to stakeholders in all areas, building awareness and appreciation for the function, staff and purpose. Create documentation (e.g., process maps, visual aids, etc.) of services, processes and methods.

  • Responsible for oversight, development, coordination and implementation of strategic data solutions that enable the organization’s hiring goals.

  • Builds business cases and measures ROI of solutions; Validates and ensures accuracy and consistency of existing metrics, dashboards, and scorecards; Identifies data sources and data gaps to answer new business questions (cost per hire, quality of hire, vacancy, agency etc.); Partners with finance, and HRIS to ensure alignment and accuracy of representation of shared data; Collaborates with the TA technology and IS team to build infrastructure and reporting solutions.

  • Recommends best practices and/or tools for maximizing efficiency and quality of data; Provides expert insight, consultation and recommendations on projects or problems as requested; Ensures validity of data including identifying and reconciling discrepancies in intelligence from multiple reporting sources and/or systems and/or conducting period audits to improve data quality.

Qualifications:

Required qualifications for this position include:

  • Bachelor’s degree Or equivalent educ/experience.

  • 8 years Creating, consulting, leading and measuring business strategies for a complex department or function within an organization (such as HR, TA or marketing, technology, sales, finance, etc.) Building multi layered strategies that create a competitive advantage, new value, and improved service delivery through strategic planning, roadmaps, data and insights, business cases, budget and infrastructure within the function.

  • 5 years experience delivering strategic data insights and intelligence through data analytics, metrics and reporting and presenting outcome-based analysis and recommendations to senior level executives to enable data based decisions and strategic planning.

  • 5 years Leading complex enterprise initiatives, projects and delivering results aligned with organization strategies within or for medium to large companies with elements in some of the following areas: technology, process improvement, strategic planning, innovation, data intelligence and insights, marketing and M&A.

  • Success in having built planning infrastructure to enable operational execution of strategies. Ability to make connections across multifaceted, complex projects and initiatives where cross-functional alignment, system wide thinking and local execution is needed.

  • People leadership experience with direct reports. Influencing leadership skills over indirect reports, project teams and vendors.

  • Demonstrated success influencing and consulting to stakeholders and senior leaders to influence change and gain support for ideas and innovation through business presentations and business cases.

  • Intermediate to advanced MS Office

  • Budget management, and/or cost analysis and financial acumen.

  • Technical expertise regarding data models, database design development, data mining and segmentation techniques; Advanced analytical skills with the ability to assemble, organize, examine and present significant amounts of information with attention to detail and accuracy; Demonstrated ability to operate in an environment with ambiguity and ongoing change.

  • Skilled at building credibility and effective relationships with a variety of stakeholder groups and vendors; Intermediate to advanced MS Office skills; Strong understanding of data management and analytics principles.

  • Strong business and consultancy skills with knowledge and experience in HR; Expansive knowledge of metrics, data, and business intelligence strategies; Ability to effectively analyze and synthesize large amounts of complex data into relevant insights.

  • Ability to connect tactical deliverables with organizational objectives and strategy; Ability to present data in a logical, concise manner; High professional standards for customer service, confidentiality, and quality of work.

  • Knowledge of appropriate external benchmark data and services and its appropriate use; Understanding of present and historical systems, people, process, data points, and data usage; Knowledge of the rhythm of the business to determine opportunity for use of metrics; Self starter – must be productive with minimal direction; Ability to work in a fast-­‐paced, technical, cross-functional environment; Excellent visual design sense regarding clear and accurate presentation of data; Significant knowledge of HR systems and databases (e.g. PeopleSoft, Access, Lawson, SQL, Oracle Business Objects). Working familiarity with systems and tools like Taleo, Lawson, Avature, Business Objects, Crystal Reports, Tableau, PowerPivot, and PowerView

  • Knowledge of Talent Acquisition business practices, workflow analysis, business systems, systems testing procedures and troubleshooting in TA applications and their relationships; Ability to implement and support self-service applications; Skilled in working with technical development staff to address system issues

  • Ability to respond appropriately to requests from employees and other customers; Knowledge of project management tools and processes; Ability to serve as a work stream lead within a project team; Knowledge regarding protection of confidential/private information related to patients, members, employees and ability to apply properly; Ability and desire to mentor less experienced analysts or those working in an analytic capacity

  • Ability to consistently meet tight deadlines and meeting schedules; Knowledge of basic PC applications – MS Word, Excel, Access - and ability to use effectively in data analysis and documentation; Ability to write system documentation and training for data entry personnel and human resources staff; Proficiency in Business Objects, Tableau, SQL, and/or other similar report writing tools

  • Knowledge of advanced data science and statistical analysis.

Preferred qualifications for this position include:

  • HR, TA or Sales, Marketing, Operations or Technology experience. Previous experience at a consulting firm helping clients develop business strategies and business cases, create operational plans/roadmaps to execute on the strategy and define metrics and measurements of success aligned to business outcomes and customer experience. Experience with Applicant Tracking Systems (Taleo), HRIS, CRM. Experience in the healthcare industry.
