THE ROLE

This Senior Vice President & Chief Nursing Officer has overall accountability for leadership, strategic direction, quality and outcomes of nursing and interprofessional care across Providence St. Joseph Health System. The System CNO leads in setting vision and direction for patient-centered and evidence-based care delivery in an integrated and team-based context. In partnership with the System Chief Value and Quality Officers and the OCNO/OCMO, the CNO leads in planning, implementation, monitoring and evaluation of the quality and safety of clinical care across the full care continuum. The position is responsible for driving a service-oriented culture focused on superior patient experience, employee engagement, quality, patient safety, service excellence, clinical leadership development, stewardship, and operational efficiency. The CNO is accountable for positioning Providence St. Joseph Health nursing as Best in the West; in care quality, patient experience, professional employment environment and standards and caregiver engagement. The work of PSJH professional nursing is actualized through the PSJH Nursing Academy: the unified, single structure for internal and external nursing identity and brand, professional and practice standards, strategic vision and planning, recruitment and marketing, nursing research, workforce development, academic nursing pipeline, administrative and employment strategy and patient engagement – across the entire care continuum. This includes the PSJH Clinical Academy, the single workforce development operational structure through which new PSJH nurse are socialized and educated for their chosen clinical specialty. The CNO leads by setting and enforce standards for all professional nursing and interprofessional team-based practice; including leadership development, educational requirements and workforce strategy, goals and targets.

The System CNO is an inspirational mission-driven leader who possesses the organizational, personal and political skills to lead successfully in transformation of nursing and interprofessional care delivery across regions and ministries, and across the care continuum. This includes establishing a culture of accountability and stewardship and removing unnecessary clinical and practice standard variation through regional alignment of care delivery and operational practices where appropriate. The position advocates for strategic patient care priorities with both internal and external constituents and stakeholders to ensure optimal operating effectiveness, market positioning, and quality outcomes. This includes both professional clinical practice as well as specialty clinical program areas.

The CNO works closely with PSJH system and regional leaders as the assertive “voice” and advocate for nursing and interprofessional care strategy and operational initiatives. The position serves as a member of the senior executive leadership team, building and nurturing effective collegial relationships to deliver on key quality and safety priorities and plans.

The CNO is an exemplary role model of the highest professional nursing standards and conduct and performs all duties in a manner that reflects the Providence mission and values. The CNO is accountable for positioning PSJH nursing nationally and internationally as an innovative and compassionate nurse employer with the highest professional and practice standards; second-to-none in the western United States.

ESSENTIAL FUNCTIONS

In this position, the SVP, Chief Nursing Officer will be responsible for the following accountabilities:

Leadership, Strategy and Decision-Making

  • Demonstrates the Providence Mission, Vision and Core Values in leadership behaviors, practices and decisions. Inspires nursing and others to reflect the Providence mission, vision, and core values.

  • Leads development of a nursing and interprofessional care vision and care framework in the context of the system vision and in partnership with operations. Promulgates vision for nursing leadership. Provides consistent visibility and role for nursing in system strategic planning, priority setting, and decision-making in support of our system goals and strategy, and vision.

  • Provides strategic leadership and support to Providence’s nursing executives. Develops forums and systems for nursing leadership and staff to collaborate, encourage innovation, transfer knowledge, and recognize best evidence-based nursing practice and research. Serves as a consulting resource to ministries on nursing practice, priorities and Magnet/Pathway to Excellence nursing excellence designation for all eligible ministries. Brokers essential knowledge transfer across ministries and regions. Develops systems for communications among nursing leadership and ensures that regions are organized to support two-way communications on nursing topics and initiatives.

  • With other system VPs and executives, contributes to advancing priority initiatives across the system. Contributes to development of information services strategic plan to complement system strategic plan and participates in ongoing oversight of clinical information technology. Supports supply chain management initiatives through research and clinical input. Convenes groups to share best practices in productivity. Partners with finance to assess the cost of quality, the financial impact of quality decisions, and the financial impact of HR changes.

  • Represents Providence in national and international healthcare and nursing affairs. Works collaboratively with system marketing/public relations leadership on nursing content for Providence marketing and media relations. Brings expertise and best practices from external nursing organizations to Providence.

Redesign and Design of Patient Care Delivery Systems

  • Works collaboratively with the Senior Vice President / Chief Medical & Quality Officer and team, appropriate management groups, and system operational leadership to promote excellence in nursing and clinical practice, including the design/redesign of patient care delivery systems to influence the outcome of the patient experience across the continuum of care.

  • Partners with CVO to assemble a multi-disciplinary team to develop a vision and standardized set of principles (“min specs”) for patient care delivery systems, accompanied by standardized metrics with common data definitions. Leads the nursing and interprofessional aspects of this work, including principles, minimum specifications and metrics. Convenes relevant groups, shares best practices, summarizes research findings, facilitates groups to consensus and steers to success using a performance dashboard.

  • Provides leadership and convenes groups to address the nursing experience within the patient care delivery system - eliminating unnecessary nursing and clinical work, contributing to supply chain management initiatives and sharing best practices with productivity initiatives.

  • Leads in moving the clinical culture toward more fully integrated, team-based and patient-centric care delivery

  • Develops and implements strategies to advance the nursing image and Providence nursing “brand.” Promotes and guides facilities and/or health care centers seeking nursing Magnet or Pathway to Excellence nursing excellence designation for every eligible ministry.

Advance Quality & Safety Related Outcomes

  • Champions the continuous improvement of nursing and clinical practice to advance safety and quality outcomes, satisfaction, and efficiency initiatives across PSJH. Builds consensus, commitment, and effective communication and collaboration among nurses, physicians, clinical staff, and clinical departments throughout the system in order to assure measurable improvement and outcomes in all patient care components. (i.e. SBAR)

  • Leads work around nursing-sensitive quality and safety metrics. Uses data to positively impact and improve patient care and safety. Contributes to building the infrastructure to meet on-going needs for data, reporting and decision support. Ensures quality measures are included, effectively analyzed and reported in internal and external PH&S reports and documents.

  • Assumes lead accountability in Providence’s Patient Experience and Culture of Safety work, drawing upon resources in the other accountable departments and teams.

  • Partners with CVO on regulatory, Joint Commission and risk management activities.

Filling and Sustaining Talent Pipeline

  • Develops a comprehensive nursing talent plan to include workforce planning, recruitment, retention, and development.

  • In collaboration with the SVP/Chief Human Resources Officer leads in formally and informally developing clinical leaders and executives.

  • Advances priority academic and mission-derive nursing education programs through University of Providence.

  • Develops programs to cultivate, recruit and retain nurses. Develops process and procedures for moving nurses (permanently and temporarily) within Providence. Develops national recruitment relationships. Develops partnerships with educational facilities.

  • Establishes standards for education and certification tied to achieving quality patient outcomes. Establishes professional standards / code of conduct based on AONE guidelines.

  • Provides consultation to nursing leadership on human resource issues (hiring, termination, annual evaluations, development plans, etc.) Serves as internal resource to ministries on labor relations issues.

Develop Healthy and Safe Workplace Environment

  • Champions a healthy and safe workplace environment.

  • Aligns healthy work environment objectives with Magnet/Pathway to Excellence criteria for supporting the mental, emotional and physical health of the nursing workforce.

Qualifications:

QUALIFICATIONS

Education:

  • Bachelor's Degree in Nursing from an accredited school; completion of a leadership-related master’s degree program in nursing or health care related discipline and a doctoral degree in nursing or health care related discipline (note: the doctoral degree may replace the master’s requirement where appropriate).

Experience:

  • A minimum of 15 years of experience as a senior nursing leadership experience in a multi-site and complex health system.

  • Active in national nursing and health care executive organizations.
