THE ROLE

The role of the Executive Director for Value Based Care is to partner with clients, the internal Providence leaders, and other external partners to achieve population health goals and performance objectives of each client relationship. This role will oversee the IDN financial performance of value-based care and risk contracts and coordinate across all lines of business to maintain a wholistic view of the performance of various contracts and populations served.

This role must balance client needs and desires with internal capabilities and plans to ensure all parties can be successful. The individual in this role provides outstanding service and strong ongoing management to ensure client satisfaction and retention, as well as effectively engages internal Providence leaders and teams and external partners in meeting client requirements.

Key responsibilities include, but are not limited to, serving as the primary point of contact for the client and the internal expert on clients for Providence leaders, resolving client issues, and ensuring general client satisfaction and service, meeting with network partners, onboarding new contracts, monitoring contract performance, evaluating contractual requirements, as well as developing and executing on plans to achieve contractual goals. The VBC Executive Director will also be called on to help develop and vet new VBC business, partner with other regions on different VBC arrangements, as well as other ad-hoc projects required for the overall growth and success of the California Population Health Strategy.

Major Challenges:

  1. To maintain a cost effective and quality driven care model that meets the vision and objectives of CA Physician Enterprise leadership’s population health strategy.

  2. To ensure the growth, strength and stability of the population health strategy into the future.

  3. To develop and implement new initiatives that will retain the customer base and gain market share in all key lines of business.

  4. To ensure that key operating systems are updated and provide state of the art performance and customer experience.

  5. To provide innovative solutions to the member experience that differentiates the plan and leverages the integrated system component.

ESSENTIAL FUNCTIONS

  • Serve as the primary (day-to-day) point of contact for CA VBC clients.

  • Serve as the internal point of contact/expert on each client for Providence leaders.

  • Partner with key stakeholders to ensure client objectives are met.

  • Work closely with Regional CFO, VP, Population Health and VP of Contracting to ensure Providence objectives are met.

  • Facilitate and help drive key decisions amongst stakeholders.

  • Maintain and manage inventory of all VBC contract requirements for CA.

  • Partner with CA physician enterprise care delivery leadership and teams in the planning, development, implementation and monitoring of program goals and objectives across the organization and with network partners.

  • Collaborate with internal care delivery leaders to develop and enhance the delivery of services to improve performance in our contracts.

  • Communicate to care delivery leadership and teams about client needs and desires, contract requirements, status on performance.

  • Work with outside network partners to communicate contract requirements, monitor performance, and institute any process improvements.

  • Participate in and/or facilitate key committees to formulate strategies and tactics to achieve organizational objectives.

  • Engage with client to define performance (quality, cost, member experience) measures, set targets and reporting processes.

  • Partner with Healthcare Intelligence / Data & Reporting Analytics leads to clarify and ensure both client and internal reporting needs are met.

  • Work with outside network partners to ensure reporting needs are met.

  • Interpret performance on measures.

  • Partner with marketing lead(s) on member- or public-facing communications.

  • Drive communications about ACO clients to internal stakeholders.

  • Work with VP, Population Health and the contracting department to provide feedback regarding new and updated contract terms and pay for performance measures.

  • Onboard new value based contract agreements, inform key stakeholders of new population, share “rules” regarding shared savings and performance.

  • Vet and manage contract requirements for new strategic partnerships.

  • Work in partnership with key stakeholders to build budgets related to Care Coordination Fees and/or investment dollars that support the development of programs for our client’s members

  • Partner with Regional CFO and finance to develop financial models related to program development and performance (i.e. ROI) and identify key areas of opportunity by spend.

  • Perform other duties as assigned.

  • Demonstrates age appropriate communication skills for the population served.

  • Treats all information and data within the scope of the position with complete confidentiality and security. Need to maintain all practices to protect PHI and follow HIPAA guidelines.

  • Cooperates fully in all risk management activities and investigations.

  • Is knowledgeable of, observes and complies with Codes of Safe Practice, safety policies and emergency procedures.

IDEAL QUALIFICATIONS

Required experience/education for this position include:

  • Bachelor’s Degree

  • Five or more years’ experience in client management, account management, or customer service positions

  • Two or more years of experience in healthcare or medical group operations

  • Valid California Driver’s License for travel between SJHH locations

  • Highly proficient in all Microsoft Office applications

  • Health insurance, health system, or consulting experience

  • Project management experience in an ambulatory, acute or health plan environment

  • Knowledge of and experience with Lean or Six Signa quality improvement processes and tools

  • Demonstrated success in implementing business plans that gain market share, meet organizational objectives and maintain a high level of customer satisfaction

  • Demonstrated experience working with and maintaining positive relationships with business clients

  • Strong, demonstrated facilitation capabilities

  • Ability to use a high level of independent judgment in decision making and problem solving; and ability to work in a stress environment and maintain a calm demeanor to gain confidence of others

  • Demonstrated negotiation skills

  • Detail oriented

  • Able to multi-task and handle conflicting priorities

  • Able to communicate in both written and oral form of highly complex information that will persuade leaders to make the appropriate decisions

  • Anticipates and takes personal responsibility for customer satisfaction

  • Consistently goes out of the way to listen, understand, and support the needs of others

  • Provides individuals with timely and accurate information to allow them to make informed decisions

  • Knowledge of client management and customer service principles

  • Knowledge of the health care industry with demonstrated knowledge of health insurance, population heath management or Accountable Care Organizations

  • Knowledge of the regulatory requirements of healthcare insurance, shared risk contracting, and risk-based payment models

  • Ability to work and succeed in a highly matrixed organization

  • Ability to provide inspired leadership as a servant leader and team player

  • Ability to analyze financial and organizational issues and make a decision

  • Ability to direct and motivate leaders, professionals and staff both with direct and indirect reporting relationships

  • Ability to work in a fast paced environment

  • Ability to design, develop and implement highly complex programs, products, technical systems and policies that affect the overall direction of the CA population health strategy.

Preferred experience/education for this position include:

  • Master’s degree
