Providence is calling a Director: Portfolio & IS Demand Management who will:

  • Be accountable for prioritization and execution of the Transformation Management Office (TMO) portfolio of projects as well as the monitoring and reporting on the overall enterprise portfolio of initiatives and projects

  • Oversee and facilitate resource capacity across the portfolio

  • Alignwith strategic priorities, reporting, communication with governing bodies, partnership with executives and functional leaders, and value realization

  • Rely on a matrix of executives and function leaders to advance the TMO portfolio delivery objectives according to negotiated commitments, schedules and measurable outcomes

  • Where applicable also coordinate with additional departments/initiatives

  • Serve within a complex accountability structure which includes inter-departmental dependencies and shared resources in delivering projects

  • Be a highly responsible, self-directed individual who can work effectively in a dynamic environment

The Transformation Management Office of Providence Health Plan supports the mission and vision of Providence Health Plan by bringing the right leadership and capabilities together to assess, prioritize, and execute the strategic portfolio and realize high business outcomes. The TMO is responsible for: supporting executive leaders in establishing an adaptive strategic plan and framework to anchor decision making; supporting corporate-level governance and cross-functional processes and forums for efficiency and effectiveness; managing the TMO portfolio and project road map; and executing successful delivery of enterprise projects through the planning, execution and closure phases.

Primary Responsibilities:

People Management

  • Manages team of 15-20 program managers, project managers and project coordinators and business analysts

  • Oversee large, cross-functional project delivery, including tracking and monitoring cross-functional milestones and deliverables

  • Ensures initiative and project outcomes are achieved in line with strategic priorities

  • Creates optimal work structure and aligns work teams to initiative-wide milestones and success/performance metrics

  • Mentors caregiver and perform performance reviews, both formal and informal

  • Oversee overall project budgets, timelines, risks and issues

  • Resolves and/or escalate project issues in a timely fashion

  • Coaches and maintains project management standards

Project Intake, Prioritization, and IS Demand Management across project management lifecycle

  • Manage the project intake and prioritization process to evaluate: functional resource needs, IS demands, and general business requirements to support strategic alignment and prioritization by leadership

  • Assist leadership with tracking of incoming project work, including the coordination of scheduling, prioritization and capacity planning

  • Ensure intake criteria is met for new project requests, resources are aligned for optimal business value delivery and business risk is managed

  • Understand the impact of project additions and/or changes on resources / capacity, sequencing and delivery

  • Works with stakeholders and functional teams to logically group and sequence projects for efficient delivery

  • Build/maintain Project Portfolio Management (PPM) standards, process, tools and templates

  • Support enterprise project portfolio communication at the right levels, in partnership with other TMO leaders

IS Demand Management Oversight and Evaluation

  • Oversee and evaluate all IS ticket requests to assess business value, priority, and strategic execution approach

  • Build and maintain resource and capacity planning models

Portfolio Analytics and Reporting

  • Maintain the process for portfolio and resource / capacity model data collection in order to drive the ability to report on portfolio and resource / capacity information to drive data-driven decisions

  • Develop and maintain the project classification system (Classification, Strategic Alignment, Others as defined by the Portfolio Steering Committee).

  • Provide analysis on the portfolio to be used in decision making, create reports to be used by senior management

  • Develop reporting to track and manage the overall health of the in-flight project portfolio

  • Develop the Portfolio and Resource / Capacity Models, evolving them as needed

  • Track, manage and communicate Project Portfolio value realization

  • Obtain feedback from key stakeholders for use in continuous project portfolio management improvement

Governance

  • Conducts/supports regular e.g., monthly, quarterly and/or annual planning meetings to review new project requests and determine their disposition

Required qualifications for this position include:

  • Bachelor's Degree -OR- a combination of equivalent education and experience

  • Master's Degree in Health Care Administration, Public Health, or Business Administration -OR- a combination of equivalent education and experience

  • Completion of advanced-level educational program in business process improvement or project management (PMI, DOD Certification, Process Engineering, LEAN, Six Sigma)

  • 5 years of management experience

  • 7 years work experience in health care, preferably in an integrated health system, health plan, hospital or public health setting

  • 5 years recent health care project management experience

  • 5 years proven experience in the development of sound, intelligent strategies for strategic implementations, integration methods, business process improvement, change management, product integration, and risk management
